In recent years, Mexico has undertaken several measures to address and investigate sexual and other abuses committed against children by clergy and religious figures.

Church Initiatives:

  • Apostolic Nuncio's Acknowledgment (2021): Archbishop Franco Coppola, the Pope's envoy to Mexico, publicly recognized that members of the Mexican clergy, including bishops, had covered up child sexual abuse for years. He emphasized the severe psychological impact of such abuse and the necessity for a zero-tolerance policy within the Church.

  • Legionaries of Christ Report (2019): The Legionaries of Christ, a prominent Catholic order founded in Mexico, released a report revealing that their founder, Father Marcial Maciel, had abused at least 60 minors. The report also disclosed that 33 priests within the order had sexually abused at least 175 children between 1941 and 2019.

Legal and Governmental Actions:

  • Arrest of Naasón Joaquín García (2019): Naasón Joaquín García, leader of the Mexican-based church La Luz del Mundo, was arrested in California on charges including human trafficking and sexual abuse of minors. In 2022, he pleaded guilty to three charges related to sexually abusing children and was sentenced to over 16 years in prison.

  • Calls for Independent Investigations (2022): Advocacy groups and victims have urged the Mexican government to establish independent inquiries into historical cases of clerical sexual abuse. Such investigations aim to uncover the extent of abuse and hold perpetrators accountable, similar to inquiries conducted in other countries.

Challenges and Ongoing Efforts:

Despite these initiatives, significant challenges persist. There have been allegations of continued cover-ups by church officials, and many victims remain skeptical about the effectiveness of internal church investigations. Efforts are ongoing to push for greater transparency, justice, and support for survivors of clerical abuse in Mexico.

The September 1 initiative aim is to bring to the world a definitive solution to the global clergy abuse crisis

"Only the exploited can see no harm or wrong in the exploitation of children and others - only those who as they gain an understanding of when they themselves have been exploited are able to see the horrors which come as a result of exploitation."
